Testing and certification of energy use in industrial, commercial, residential and public buildings
Comprehensive energy assessment, audit and certification of buildings is the first step in reducing energy use and saving on operating costs. The outcome of the process is a document providing decision-makers with the basis for planning renovation and modernization projects.
Under Government Decree 176/2008. (VI.30.), from 1 January 2009, an energy certificate must be produced in the following cases: prior to a new building being granted a completion certificate; when an existing building is sold; on the granting of a lease for one year or longer; and for a publicly-owned building in public use for official purposes with a net internal area exceeding 1,000 m2.
According to the regulations (Ministerial Decree 7/2006 TNM), certification must involve rating the building according to how its aggregate energy characteristics compare with the requirements. The calculations require a joint evaluation of the building structures and the electrical and mechanical systems. Certification is an expert procedure and must be carried out by appropriately qualified engineers. The certificate is valid for 10 years.
